"According to many southern race papers the situation in the South is becoming increasingly alarming day by day because it is losing population. There are also worried in the East and West because their population is increasing. One Southern paper gives a thorough breakdown of censor report on the Negro migration in this manner:

“The Bureau of the Census reports that the South sent 3-140,000 citizens to other parts of the nation in the years 1940-46.”

California was particularly a gainer through this migration, a fact which will shortly register a new political situation. California is pushing Pennsylvania for second place in population among the states.
